The Housing Problem We Can Actually Solve – Michael Ruge
Building Hope in Housing: The Housing Problem We Can Actually Solve
There are some problems that feel so big that people eventually stop asking how to solve them. Housing affordability has started to become one of those problems. We talk about it constantly, yet for many people, especially younger Canadians, the conversation has shifted from “How can I afford a home?” to “Will I ever be able to afford one?”
That change in thinking is at the centre of Michael Ruge’s new book, *Building Hope in Housing: How to Solve the Rental Affordability Crisis*. Written by award-winning author and real estate developer Michael Ruge together with New York Times Best Selling Author Raymond Aaron, and featuring a foreword by Loral Langemeier, author of *The Millionaire Maker*, the book takes a very practical look at why housing has become so difficult to afford and what can be done to change the situation.
The title is important. Michael could have written a book about the housing crisis. Instead, he chose *Building Hope in Housing*. That distinction says a lot about the approach he takes. The book does not ignore the seriousness of the problem. It simply refuses to accept that the problem is too big to solve.
The reality is difficult. Young people under 40 are increasingly saying they have given up hope of ever owning a home. At the same time, people who have accepted that they may rent for the rest of their lives are finding that renting is becoming harder to afford as well. When there are not enough homes, competition for those homes increases, and the cost of housing rises.
This affects much more than someone’s monthly budget. It affects where people can live, whether they can stay close to their families, how far they have to travel to work and whether they can imagine building a future in the community they call home.
Michael approaches the issue from the perspective of someone who understands what happens behind the scenes when a developer actually tries to create housing. It is easy to look at a completed apartment building and assume the difficult part was construction. In reality, construction is only one piece of the journey.
Before the first shovel hits the ground, there can be years of planning, financing, engineering, environmental work, municipal approvals, design changes, negotiations and countless other decisions. Every part of that process takes time, and time costs money.
That is why the book begins by asking how we created the housing crisis in the first place. Michael describes it as a crisis society built. It has not been caused by one decision or one organisation. It has developed over time through a combination of limited housing supply, rising construction costs, financing challenges, regulatory processes and policies that have not always kept pace with the need for housing.
There is an encouraging side to that idea. If the system was created by people, it can also be changed by people.
One of the most interesting parts of the book is the discussion about money. Housing does not get built simply because there is demand. Someone has to finance the land, the approvals, the construction and everything else that happens before a building begins generating income.
Traditional banks have good reasons to be cautious. Development projects carry risk. A bank may be comfortable lending against a completed building with established rental income, yet a project that is still waiting for approvals can look very different from the lender’s perspective.
This creates a gap between the capital developers need and the capital traditional lenders are prepared to provide.
Michael explores private lending as one way to bridge that gap. Chapter Three is written directly from the perspective of the investor and asks a very practical question: what happens when you have worked hard to build savings and now want your money to do something productive?
Private real estate lending can provide investors with an opportunity to put capital into projects while having security connected to tangible real estate. At the same time, developers can access financing that may not be available through conventional sources.
There is a natural relationship there. Investors have capital. Developers have opportunities. Communities need housing. When those pieces are connected properly, capital can become part of the solution rather than simply sitting on the sidelines.
The book then tackles one of the biggest frustrations developers face: the regulatory process.
Michael describes the experience in a way that will be familiar to anyone who has worked through a complicated development application. You respond to the municipality’s requirements, only to receive another set of questions. You hire consultants, prepare reports, revise plans and answer technical concerns. Then something that appeared to be settled gets reopened.
The frustrating part is not necessarily that any individual requirement is unreasonable. The issue is the cumulative effect. A delay of a few months can become a year or more. Financing costs continue. Construction pricing can change. Market conditions can shift. The longer a project sits, the harder it becomes to maintain the original economics.
Michael is careful to distinguish the people from the system. He recognises that many public servants genuinely care about their communities and want good outcomes. The problem is that good intentions are not enough. Housing requires a system where decisions can be made, departments communicate and timelines are predictable.
Another important idea in the book is knowing when to partner.
A developer does not necessarily need to take every project from beginning to end alone. Some opportunities become too large, too complicated or too capital intensive for one company. Bringing in a larger developer can allow the original vision to grow while adding the financial resources, experience and delivery capacity needed to make it happen.
That is not giving up control for the sake of giving up control. It is recognising that sometimes collaboration creates more value than trying to do everything yourself.
Michael then moves into how we actually build. His argument is that affordability should not simply mean constructing the cheapest possible building. We should be thinking about how buildings perform over their entire lifespan.
Better insulation can reduce energy costs. Solar power can reduce reliance on the grid. Battery backup can provide resilience. Rainwater harvesting can make better use of resources. Modular construction can potentially reduce construction time and improve consistency.
These decisions matter because the true cost of a building is not just what it costs to construct. It is what it costs to operate, maintain and replace systems over decades.
The same long-term thinking appears in Michael’s discussion of steel construction. He appreciates the warmth and beauty of wood, especially in the parts of a building that people see and experience. His argument is that the structural system needs to be judged differently. Strength, durability and long-term performance matter enormously when a building is expected to serve residents for generations.
Throughout the book, Michael keeps returning to one simple idea: housing takes a team.
Developers, lenders, governments, architects, engineers, builders and property managers are all connected. A delay in one area affects another. Financing affects construction. Approvals affect financing. Construction affects property management. Property management affects long-term value.
It is a wheel, and every spoke matters.
That is also why government policy matters. Michael is not suggesting that government should step away from housing. Quite the opposite. He believes government can be an important partner in getting more homes built. The goal is to create systems that allow good projects to move forward while still protecting communities.
By the final chapter, Michael brings the different pieces together into a practical blueprint for builders and lenders. He compares the relationship between capital and development to a relay race. The builder may know the course, while the investor has the baton. The race only works when the baton gets into the right hands.
That is perhaps the simplest way to understand the entire book.
There is capital.
There are developers.
There are communities that need homes.
There are governments trying to respond.
There are better technologies and construction methods available.
The opportunity is to connect these pieces more effectively.
*Building Hope in Housing* is ultimately an optimistic book because it treats the housing crisis as something that can be changed rather than something we simply have to accept.
It will not be solved overnight. There will not be one magic answer. It will take better financing, better partnerships, more efficient approvals, smarter construction and people willing to look at old problems in new ways.
Most importantly, it will take a willingness to keep building.
Because the opposite of hope is not pessimism.
It is giving up.
Michael Ruge’s book is a reminder that we do not have to do that.
